Moderator Test?

I was thinking and I thought there should be a moderator test to prove if the applicant is worthy of receiving moderator instead of having them build a city and have to do all of these things.
They also should have a a reference comment like "I think that John should be moderator because he is very helpful to the server."-Iman8yrold
Or something like that if they aced the test.

Also should we make a vote for it if you let us do it?

hmmm...
there has to be some guidelines for a mod test.
